The Indian Ridge HOA is working with Osceola County, Comcast/Xfinity, Buckley Cable Construction, and American Professional Drilling to help residents understand the ongoing fiber construction and properly report construction-related concerns.

Community Update

Hi neighbors,

I wanted to provide everyone with a detailed follow-up regarding the Comcast/Xfinity fiber construction taking place throughout Indian Ridge.

First, thank you to everyone who has contacted us, sent pictures, reported concerns, or simply asked questions about the project.

I also want to thank Osceola County, Comcast/Xfinity, Buckley Cable Construction, and American Professional Drilling for working with us over the last several days.

This morning, representatives from the HOA met onsite with Osceola County Right-of-Way, Comcast/Xfinity, Buckley Cable Construction, and American Professional Drilling.

We walked portions of the community, discussed the permitted scope of work, reviewed resident concerns, talked about septic systems and drain fields, discussed restoration responsibilities, and established a much clearer process for handling problems moving forward.

I want to be humble about this because the HOA did not have all of these answers when the construction first began. That was a large part of the frustration.

Residents were seeing flags, markings, machinery, boring equipment, and construction taking place near their homes while the HOA itself did not yet have a complete understanding of who was performing the work, where the work was authorized, who was responsible for damages, or exactly how complaints were supposed to be handled.

After today's meeting, we now have a much better understanding.

What Changed After the Meeting

The HOA now has direct project contacts, a clearer understanding of the permitted work, and an organized process for documenting and escalating construction concerns.

What Is Being Installed?

The work taking place throughout Indian Ridge is new underground fiber infrastructure for Comcast/Xfinity.

This work is being performed under an Osceola County right-of-way permit.

During today's meeting, the County reviewed the permitted scope of work and explained the expectations that apply to the contractors while performing construction within the right-of-way.

We also discussed where the construction is generally expected to occur in relation to the roadway.

Important: There was discussion of work generally being approximately 7 feet from the roadway in many areas. However, residents should not assume that this measurement is identical throughout the entire neighborhood.

The location can change depending on the roadway, right-of-way, existing utilities, easements, and conditions at a particular property.

If you believe crews are operating substantially outside the area where they should be working, please contact the HOA rather than confronting the workers or trying to determine the right-of-way yourself.

We can document the location and send it to the appropriate project representatives or County Right-of-Way personnel for review.

Septic Systems and Drain Fields

This was obviously one of our biggest concerns because Indian Ridge homes utilize individual septic systems.

We specifically discussed septic tanks and drain fields during today's meeting.

The contractor understands the concern and has asked that they be given an opportunity to investigate any suspected damage.

An Example Discussed During the Meeting

American Professional Drilling explained a situation where there was concern that construction may have damaged a drain field. Rather than simply saying they did not damage it, they opened the area and exposed the system so it could actually be inspected and verified.

That is exactly the type of response we want when a legitimate concern is raised.

If you believe construction equipment has damaged or affected your septic system or drain field, please contact the HOA immediately.

Do not assume that because you cannot immediately see damage that there could not be an issue. Please document what you are seeing and let us help get it in front of the proper people.

Irrigation, Landscaping and Other Property Damage

The same reporting process applies to any damage you reasonably believe resulted from the construction.

Septic & Drain Fields

Suspected damage or concerns involving septic tanks or drain-field areas.

Irrigation

Sprinkler heads, irrigation pipes, valves, or other irrigation components.

Landscaping & Sod

Grass, landscaping, mailbox areas, and areas disturbed during construction.

Driveways

Damage, blocked access, or construction materials remaining across driveways.

Utilities & Drainage

Utility-related concerns, drainage areas, or other underground infrastructure issues.

Restoration & Cleanup

Construction debris or areas that were disturbed and not properly restored.

American Professional Drilling has made it clear that they want the opportunity to inspect reported damage and make appropriate repairs when their work is responsible.

We appreciate that commitment.

How Residents Should Report a Problem

Moving forward, we are asking residents to please report construction-related issues through the Indian Ridge HOA.

This is not because we are trying to prevent residents from contacting Comcast, the contractor, or the County.

It is because we now have direct project contacts and a specific process established for this construction.

Routing complaints through the HOA allows us to keep everything organized, document what was reported, send it to the appropriate people, and follow up if something is not being addressed.

It also helps prevent residents from calling regular Comcast/Xfinity customer service and potentially being transferred around because normal customer service representatives may have nothing to do with an active underground construction project.

For construction damage or concerns, email is strongly preferred.

Please include:

  • Your name
  • Indian Ridge property address
  • Phone number or best contact information
  • A description of what happened
  • Pictures of the damage or area of concern
  • Approximate date and time you noticed the issue
  • Any additional information you believe would be helpful
Please take pictures BEFORE anything is moved, repaired, or disturbed further, if possible. The more documentation we have, the easier it is for everyone involved to understand the issue.

What Happens After You Contact the HOA?

1. You report the concern to the HOA.
2. We document the address and issue.
3. We send the information to the appropriate construction/project contacts.
4. The contractor is given the opportunity to inspect the concern and determine what needs to be repaired or restored.
5. We maintain communication with the project representatives so we know whether the issue has been addressed.
6. If an issue is not being handled appropriately or communication breaks down, County Right-of-Way contacts can assist with escalation.

Osceola County has also requested that they remain copied on complaints when appropriate so they can follow up if needed.

This gives us a much better system than simply handing residents several phone numbers and hoping they reach the right person.

Construction Schedule and Cleanup

We were also given additional information regarding the normal construction schedule.

Monday - Thursday

Active drilling and construction will generally occur Monday through Thursday.

By Approximately 4:00 PM

Conduit should not remain stretched across residential driveways at the end of the workday, and those areas should generally be cleared.

Friday

The contractor does not normally drill on Fridays. Fridays are generally intended for cleanup, restoration, repairs, and outstanding items from that week's construction.

If something is blocking your driveway beyond the normal work period or creating a safety or access issue, please let us know.

Please Give the Contractors an Opportunity to Correct Problems

This is also something I want to personally ask of everyone.

If something is damaged, please report it. Take pictures. Let us know. But please also give the contractor a reasonable opportunity to inspect it and make it right.

After meeting everyone involved this morning, I came away much more confident in the process and in their willingness to address legitimate concerns.

That does not mean mistakes will never happen. This is underground utility construction involving machinery, boring equipment, existing utilities, irrigation, landscaping, driveways, and hundreds of individual properties. Problems may happen.

What matters to us is what happens AFTER a problem is reported.

Based on today's discussion, everyone involved understands that concerns need to be documented, investigated, and properly addressed.

Our Role as Your HOA

I also want to clarify something because there has been a lot of discussion online.

The HOA is not supervising this project.

We did not hire these contractors.

We are not the permitting authority.

We are not directing where fiber is installed.

Our goal is not to micromanage the crews performing the work.

What we CAN do is help our residents communicate with the correct people when there is a legitimate issue. That is what we are trying to accomplish.

Our concern from the beginning was simply that we did not have enough information to properly answer residents' questions.

We did not want to guess. We did not want to give out incorrect information. And when residents started reporting concerns, we wanted to know exactly who was responsible and how those concerns were supposed to be handled.

We now have those relationships established.

Everyone was professional, friendly, and willing to discuss our concerns.

I learned quite a bit during the walkthrough, and I appreciate everyone taking the time to explain the process rather than simply dismissing the questions being raised by our community.

I also want to thank the Osceola County staff who helped connect everyone and get us to this point.

And most importantly, thank you to our residents for being patient while we worked through this.

We are not going to pretend that we had every answer from the beginning because we didn't. But we asked the questions, involved the appropriate County departments, met with the people actually responsible for the project, and now have a much clearer process moving forward.
